Solid Waste Collector Registration and Reporting

Background

All solid waste collectors who operate in the District of Columbia are required to register and report waste tonnage data annually with the Office of Waste Diversion in the Department of Public Works in accordance with DC Official Code § 8-1031.05 and DC Official Code § 8-1031.06. The final rulemaking was published December 22nd, 2017 and can be found here.

Registration & Reporting

By February 1st each year, all Solid Waste Collectors are required to register for the current calendar year and report waste tonnage data for the previous calendar year. If you are starting a new business or beginning to operate in the District after February 1st, you may register for the first time at any point in the year, but it must be before you commence operations within the District.

To become an Approved Solid Waste Collector you will need the following:

  • Email Address and password (create your own password)
  • Company contact information
  • A list of solid waste collection vehicles
  • A registration fee of $50 per collector and $50 per collection vehicle
  • Annual reporting information:
    • A list of solid waste material types that your organization collects or transports
    • The location, name, and facility type of each destination facility used to dispose of solid waste collected in the District and the type of material delivered
    • The tonnage of material delivered; data may be reported by quarter

Please register your company only once and renew your registration annually.  After completing your self-registration and payment, please return to the Solid Waste Collector Reporting platform using your email address and the password you created to input your tonnage data and report.

Following the annual February 1 registration and reporting deadline, DPW will publish a list of Approved Solid Waste Collectors on this page and mail out vehicle decals to the mailing address associated with each approved organization’s account. An “Approved Solid Waste Collector” is one that has completed their organization’s Solid Waste Collector registration, paid their registration fee, and reported solid waste data for the previous year.

Annual Solid Waste Diversion Report

DPW's Office of Waste Diversion publishes an Annual Solid Waste Diversion Report. Information submitted in a Solid Waste Collector’s report shall not be distributed publicly by the Department except in aggregate by year, facility name, type, and waste type, however, this data is integral to understanding the state of solid waste in the District and set better targets for waste diversion programs and policies. To read previous reports, please visit: zerowaste.dc.gov/page/reports-1. Collector-specific information shall be designated as confidential. Except as otherwise provided by law or court order, collector-specific information may be used only by the Mayor, the Mayor’s agents and employees, other District agencies, and the United States Environmental Protection Agency (US EPA), as authorized by the Mayor.

Approved Solid Waste Collectors List

Once the solid waste collectors registration and reporting process has concluded, DPW's Office of Waste Diversion shall publish a list of approved solid waste collections. This list can be found here.

Engine Anti-Idling Law

DPW Vehicle Inspections

If the Department of Licensing and Consumer Protection (DLCP) has requested a DPW vehicle inspection for your business license, please contact DPW's Larry Warren (202-359-2615) at Fort Totten Transfer Station to schedule the inspection. This process is separate from Solid Waste Collector’s Registration & Reporting requirements. Additionally, registering to use DPW’s Fort Totten Transfer Station is separate from Solid Waste Collector’s Registration & Reporting requirements.
