Solid Waste Collector Registration and Reporting

Background
All solid waste collectors who operate in the District of Columbia are required to register and report annually with the Office of Waste Diversion in the Department of Public Works in accordance with DC Official Code § 8-1031.05 and DC Official Code § 8-1031.06. The final rulemaking was published December 22nd, 2017 and can be found here.

Registration.

Solid Waste Collectors are required to register by February 1 each calendar year and report your tonnages for the previous calendar year by February 1.

To register you will need the following:

  • Company contact information
  • A list of solid waste collection vehicles
  • A registration fee of $50 per collector and $50 per collection vehicle
  • Email Address
  • Password (create your own password)

Please register your company only once and renew your registration annually.  After completing your self-registration, please return to the Solid Waste Collector Reporting platform using your email address and the password you created to input your tonnage data and report.

Reporting

Starting January 1st of each year, solid waste collectors are required to register and report to the Office of Waste Diversion. By February 1st, all solid waste collectors must register for the current year and report solid waste tonnage data to the Office of Waste Diversion for the entirety of the previous calendar year.

Annual reporting will include:

  • Location, name, and facility type of each delivery facility used to dispose of any solid waste collected in the District
  • Type of material delivered
  • Tonnage of the material delivered

Solid waste data will be submitted once per calendar year but the annual reporting form will require that solid waste data is broken out into quarters.

Engine Anti-Idling Law

Motor vehicles are the largest source of emissions in the District. To reduce these emissions, the District has implemented a law to limit engine idling. Visit Engine-Anti-Idling Law to learn more. 

Approved Solid Waste Collectors List
Once the solid waste collectors registration and reporting process has concluded, DPW's Office of Waste Diversion shall publish a list of approved solid waste collections. This list can be found here.
