Department Of Public Works Names New Parking Services Administrator

Wednesday, March 19, 2003

(Washington, DC) Teri Doke Adams has been hired as Administrator of Parking Services, according to DPW Director, Leslie Hotaling. Ms. Adams assumes her new post on Monday, March 24. The position has been vacant since January, following the retirement of former Administrator Gwen Mitchell.

In her distinguished, 25-year career, Ms. Adams has held a number of high-level leadership positions in the public and not-for-profit sectors, in Washington, DC and Philadelphia, PA. She has also lived and worked in the United Kingdom and in Nigeria.

Ms. Adams originally joined DPW in 2000 as the Parking Operations Officer, responsible for developing and disseminating parking policy consistent with District regulations, laws and statutes. She also had oversight of key parking programs. In 2001, when the Division of Transportation separated from DPW to become an independent agency, Ms. Adams' work group became part of the new Department of Transportation (DDOT). Since that time, she has been Chief of DDOT's Curbside Management Program.

Prior to joining Parking Services, Ms. Adams was Associate Director for Youth Programs at the Department of Employment Services where she was responsible for planning as well as managing, implementing and monitoring training programs for in-school, as well as out-of-school youth.

Her first position with the District of Columbia Government, in 1988, was that of Secretary of the District, the first woman to hold that title. In her capacity as Secretary, she served as Chief of Protocol, Keeper of the Seal and Liaison to the Diplomatic Corps, as well as Chair of five city boards.

Ms. Adams earned her undergraduate degree at Hampton University and her Juris Doctor degree at the Howard University School of law, where she later served as Assistant Dean.
